1. Create constancy of purpose for the improvement of product and service with a plan to become competitive, stay in business, and provide jobs.Decide whom top management is responsible to.
創造產品與服務改善的恒久目標 ：最高管理層必須明確應對誰負責?從短期目標的迷途中回歸到長期發展的正確方向上來。堅持經營，在市場上站穩腳根，提高競爭力並為社會提供更多的工作機會。
2. Adopt the new philosophy. We are in a new economic age. We can no longer live with commonly accepted levels of lays, mistakes, defective materials, and defective workmanship.采納新的管理哲學：我們處於一個新的經濟時期，這個時期絕對不容忍粗劣的原料、不良的操作、有瑕疵的產品和鬆散的服務。
3. Cease dependence on mass inspection. Require, instead, statistical evidence that quality is built in. (Prevent defects rather than detect defects.)
停止依靠大批量的檢驗來達到質量標準：檢驗其實是等於準備有次品，檢驗出來已經是太遲，且成本高而效益低。正確的做法是改良生產過程。通過在一開始用統計證據就保證產品內在質量的方法，消除對大批量檢驗的需要。（預防不良，並非檢驗不良）
